Press Releases Gary Harbo In February of 2006, Phelps Mill Country sponsored Gary Harbo in nine public schools of Otter Tail County and also Ashby public school. Harbo is and has been an exhibitor at the Phelps Mill Festival for over 15 years. His art lesson of an animal character teaches students that drawing can be fun and easy. Harbo’s stay in our area was well received by the students, teachers, and parents. This was a rewarding experience.
